Aside from the fact that Chrysalis gave Celestia a thorough ass whooping, (with Luna nowhere to be seen in sight to help I might add  :comeatus: ), she defers a lot to the Mane 6, the point that she may not just be testing Twilight, she may also be delegating. She's also been shown to be limited in what she can do individually and was quite flustered by the parasprite invasion.

 

Hell Celestia and Luna got tentacle raped by Discord's vines, and they didn't have the foresight to anticipate that they were part of his age old plan. Not to mention that Discord wasn't even orchestrating his mischievous plot anymore. Without Celestia, Luna or Twilight, Equestria seems doomed to collapse since apparently no one, including their "elite" guards, has heard of the concept of a general or lieutenant, except maybe Shining Armor who was busy being Cadance's bitch, let alone a Department of Defense or Defense Secretary.
