Referencing simply "a library" suggests that the library simply happens to have living quarters. Perhaps for the librarian itself. Remember, though, that she was sent to Ponyville under Celestia's instructions, so perhaps Celestia saw to the library being given living quarters before Twilight even arrived.

I once saw Lauren Faust's tweet about the Golden Oak Library (which originally was meant by her to be called "The Tree of Knowing"), where she jokingly said that the library has been once Ponyville's book burning facility  But I cannot find it now. I'll link it here when I find it again.

Her library, along with most other public services, are based on the medieval model. It was a local collection and repository, that often not only stored books, but housed monks, took care of legal services, and ran the logistics of taxes. Since ponyville is a smaller hamlet, a smaller library is all that is needed to handle its needs.

Well, I mean, it is/was a Library, then Princess Celestia gave it to Twilight Sparkle to live in. I assume since it was a (public?) library, it was owned by Ponyville. ^^

The writers have never stuck to the premise that she's the town librarian and until Twilight Time it was never used as a place to learn. When we say "library" I think it's more correct to think of it as simply a home library. As was said already we only ever see Twilight and her friends there.

Hahahah! I really want to see a fanfic where Twilight tortures some pony in her basement by trying to teach him/her Just like "Cupcakes", but not gore  Just like "Testing, testing, 1, 2, 3", but more overboard
