I think he'll be sitting on a park bench that he always went to as a kid.

 

As for his magic, he's going to be a little better at it than he should be after 4 years. Not too crazy, but he needs a little something extra if he's gonna be picked as one of the Four. He was taught Alchemy in the Further, like in Full Metal Alchemist. He can draw alchemy circles to use his magic, which takes a little time, or he can grab his pendent which has a circle carved into it. The pendent's only ability is somewhat decent ice magic, while his circles can be things from weak flames to creating weaponry. I'll make sure it's not OP, but if you want me to change the idea or explain it a bit more I'm totally fine with that.

I'm sorry, but I truly can't accept it. You are a very young soul, only 28. Souls that can use magic properly and weren't magic users when they were alive, are hundreds of years old, like it says in the op, and even then they aren't as strong as everyone else. And that's not how magic is casted in any of the realms, while some wizards and witches may write in a different tongue to help themselves out, those who are dead or aren't human use the movement method. Like if they wanted to use a broom or something that would just twist their finger and the broom does it's thing. 
It doesn't matter whether the four are worthy or capable to represent their realm, they are going to anyway with what they got.

@Airbornepony AirBourne, as a human you can start in one of these places, from there I'll be able to get you where I need you to be; Waiting at a train station at night with nobody else there, on a night walk or walking from somewhere during the night, or asleep sitting down at either a library desk or your dining table. 
You don't know who Death is at all, nor do you know Lucy/Lucifer at all. You just know earth, so nothing of the Further, Heaven, or Hell you should know about, or you have a wrong understanding of what is what and who is who. You also cannot use magic, as you are not a magic user in the mortal realm, and you also have no idea what magic is about either, other from what you know from Earth sources and they are probably wrong anyway.
