I think I'd make her coat either a deep, dark purple or blue. The ghost would be a bright neon green, like the kind you see from things that glow in the dark. The skull would be white, but I wouldn't mind seeing a bright red or a bright orange glow coming from the skull's eyes. Not sure what the mane and tail should be, though... Nor can I decide what her eye color should be...
But I could see a streak of black in the mane and tail to go with the spooky theme.

@Kujamih My college was pretty caring. Granted, I never spent time in their dorms. But the school seemed like the kind of place that would try to fix an issue like that immediately, if necessary.
