Maybe their shoulders are just small. Real horses have shoulders so I see no reason why ponies with more human characteristics wouldn't.

Evidently between the 'scapula' and 'humerus' bones, there's a humerus joint, commonly called a shoulder o3o
On a horse it's what we would normally think of as a chest, visually speaking.
