It's gonna sound crazy but in MLP Forums, what does it mean when a user is "banished"? Is that a permanent or a temporary thing?

What it means is, breaking forum rule(s). And it used to be a visible thing (a user group with special extremely restrictive permissions). Nowadays, if you do something bad, no one will see it. You will be removed like if you just decided to leave one day without saying good bye.
The rule that is being broken the most is duplicate accounts. You can see a lot of new random users showing up, but a lot of them never speak. That is a result of quiet bans, I am sure.
When you have a forum yourself, that is built from one of the big ones (like this one is), you will have to keep defeating bots all the time. I used to get over 100 new members every day, all being bots. It was quite annoying. Bots are used for advertising, which is against the rules (also breaking the no duplicate accounts rule as well). So, I would recommend reading the forum rules a few times, and always ask a staff member before doing something that could be considered controversial.
