My Oc is white with a light blue mane and her tail is light blue and she is a Unicorn with a white horn her Magic is and her eyes are a dark blue and then she has a whiteish blue necklace with a dark crystal she does not have a name for now and her mane and cutiemark are kind of like fluttershys and her cutiemark is a blue butterfly beside a white cloud

You could say that there are unwritten rules when it comes to requesting OCs to be drawn. For starters, what does her mane and tail look like in form? There's a lot of variation when it comes to those things. You could say that you're asking your OC to be designed for you which is something many people are averse to doing since designing an OC is a burden that should be left to the creator (unless the other person is exceptionally generous).

 

But don't fret, there are things that you can do without needing to pick up a pencil. You can make basic pony designs with this program:

As for the cutie mark and pendant, I would suggest drawing them separately. With the pieces in place, whoever is set up to take your request will have the needed references to work on it because at least they're not designing the OC themselves. If they have the basic design, the cutie mark and the pendant, all that they would need to do is put the things together.

 

There are other Request threads that have gotten fulfilled. Check them out and maybe see why they have gotten fulfilled.
