Yay, another vector all completed. I felt Twilight needed some Vector love before I do another Fluttershy one, so here she is

It's actually really really easy, just very time consuming (like anything else ^-^), I personally use Illustrator but you can also use photoshop and Inkscape(free). There are literally TONS of tutorials out there for Inkscape, just a google search away. If you want I can find some for you if you're having trouble finding some.

Exactly what Extraho Vinco said. This one took me ~3 hours start to finish, though my first took me a good 2-3 days getting the hang of all the tools and such. I personally use Inkscape since it's free. It does everything I need it to do, and it's very user friendly ^^

Yay Inkscape users unite! Although I never founn a tutorial that really helped me.... I just mucked around until I knew what to do
