Banned because you're forgetting villians such as Thanos (Infinity War), The Joker, John Doe, Mr Glass, etc. Also, I personally found Tempest Shadow to be a far better villain than Starlight.

Not banned because Tempest Shadow WAS a pretty good villain; I mean, she totally steamrollered the whole of equestria in, what, three minutes?

But she didn't psychologically torture an entire community for years, she was a pretty clean-cut conqueror (so less villainous than Glimglam or Sombra)
