Is Luna seeing into dreams a breach of privacy?

Yes, it kind of is a breach of privacy but I would prefer Luna's help over nightmares.

The way I understand is that Luna only spies on nightmares (usually) and if Luna would enter my dream when I have a romantic dream about her, I don't think that she would be mad. You can't force your emotions^^

Not to mention that I would prefer a romantic dream with Dashie <3

Not to mention that Luna herself said, that nightmares can cause problems to your psyche. So by helping to stop nightmares, she also helps you to prevent a mental breakdown or similar
