I actually used this background two years ago, except I forgot to crop it to 16:9, so it looked a bit stretched. Scream Fortress was the first TF2 Halloween event that I could actually participate in as I finally got a PC that could run it (damn 1.8GHz Intel Core 2 Duo and your damn Intel GMA graphics), so I figured it was fitting.
