using a smartphone with wifi only

ok, i have a smartphone already but i am looking to get a   cheap pre-pay one at walmart as a work only/other phone. Can i just buy it and use it with no phone plan as a wifi only phone(work/ free wifi). I was going to get a table but there are smart phones that are only 21$ there.

 

I just need it as a wifi only searching the web tool/ watching youtube videos.

I think you should be able to. I'm using my old smartphone as a stand-in currently (waiting for replacement) and it's running off of my work's wifi just fine.

Can't put my SIM into it because reasons. But yeah.
