The characters I could see are:

DuckTales 2017 Dewey Duck could be friends with Pinkie Pie and Rainbow Dash. 

Rapunzel from Tangled could be friends with all of the Mane 6.

Ralsei from Deltarune, which probably goes without saying for anyone who’s played the games.

Solaire from Dark Souls. His whole thing is trying to find his own Sun (Celestia, anyone? ) and encouraging friendship, he’d fit right in. The onion knights would probably be a good fit as well also from Dark Souls.

Wigglytuff from Pokémon Mystery Dungeon Explorers. He’s always given me big Pinkie Pie vibes, and not just because he’s pink, they’re similar in personality. Would fit right in as well.

Forgot about the onion knights

Usagi (AKA Sailor Moon) & Tohru Honda from Fruits Basket. Ruby from RWBY. Starfire from Teen Titans (maybe Raven secretly too lol). Carl from Jimmy Neutron. Steven Universe. Also, it's not a cartoon, but Mr. Bean would have a hilarious friendship with Pinkie Pie.

I could see them being friends with Chili and Bandit from Bluey.

I could see the Pines twins (from Gravity Falls) being good friends with the Mane 6. Star Butterfly (from Star vs. the Forces of Evil) would probably get along with them as well.
