As for a program - I use Adobe Photoshop CS6, which is really perfect for making wallpapers

And don't worry, you just need to learn better ;D

Typically I don't like art like this because in all honesty I usually view it as just taking a couple vectors and applying like two effects but I really like how this one turned out.
