Hey Intenz!

Well, for overclocking CPUs, you also need to watch out for voltage too, since excessive voltage can actually kill a CPU before it can even heat up. For recommended max voltage, I can allow up to 1.35V, but I'd prefer to stay at the 1.25 to 1.3 for optimal longevity and temps.

But then again, I've never overclocked in my life, just sharing my knowledge obtained from watching tech stuff from the last few months, so I'll just send you this. :)

For the "best graphics card", it all really depends on your budget and games you play. You can't compare GPUs by specs unless if they use the same architecture (e.g. GTX 970 vs 980, both are Maxwell-based GPUs so it's okay).

So I guess the only way to answer that is to ask what's the budget of the customer, and the games they play. Or looking up a list of benchmarks of GPUs inside your budget, picking out the benchmarks of the games you want to play, dividing the minimum frame rate (I recommend that instead of average or maximum since big minimum frame rate drops can lead to serious stuttering) by the price, and see what has the best frame rate per dollar ratio.
