Yeah, you got it right, though I don't know why it took me three paragraphs to explain the exact same thing.  Well I wanted to go into more detail I guess. 

 

Anyways here's the whole explanation for anyone who is interested in the Bioshock Infinite ending. 

 

 

 

So you play as Booker DeWitt, a guy who has been hired to rescue a girl from Columbia.  The city is run by Comstock, who claims to be a prophet.  Elizabeth has the power to open portals to other universes, or other timelines.  Booker used to do bad things, like at the Battle of Wounded Knee where hundreds of Natives Americans were massacred and he participated.  At the end of the game you go back to his baptism, or what happened.  Booker DeWitt decided not to go through with the baptism and went on to become a private detective, had a daughter and lost her, or rather she was kidnapped.  Though Elizabeth shows you what happened in an alternate timeline where Booker took the baptism and renamed himself Comstock.

 

Booker and Comstock are the same person, just in different timelines.  Comstock is the result of Booker taking the baptism and Booker is the result of him not taking him.  Now those twins that keep showing up, they are actually the same person, but in different timelines.  In one timeline they are a boy, and in another they were born a girl.  The girl version discovered how to travel between timelines and met up with her male version, and they began to travel between universes, which is why they show up everywhere.  They are also the ones who kidnapped Elizabeth from Booker for Comstock, which is how she lost the tip of her pinky finger, when the portal closed.  At the beginning in the row boat, the twins talk about how "he never rows," which is because they have gone through this many times.  They pulled Booker into the Comstock universe to help, and so they always know which side the coin lands on and everything that will happen. 

 

At the end, you see other Bookers and Elizabeths, and she says "There's always a man, always a lighthouse, always a city."  Because like in the DC universe, there are other Batmans in other universes, so if one dies, another can travel to that universe and protect it.  Like wise, you can't kill Comstock because there will always be another one of him in another timeline who will travel to another universe to conquer it.  So all of the Elizabeths drown Booker at the baptism, because that is the only way to prevent either man from doing anything.  And since she was Bookers daughter, born after the baptism, with him dead she ceases to exist.  She had to stop it all and had to do the right thing.

I still think Bioshock 1 was the best.  Though what I really want to do is just explore the cities, really take them in.

I know, and it doesn't have to be.  Just Cause 2 is a fun sandbox game, and I really think they can make a fun Bioshock sandbox game.  They can have a lot of fun with that, though it would take a lot of time.

 

Now I want to make it, like a Just Cause 2 mod.

Well, you're not going to find many mods on console games, because the developers of the consoles don't allow for hacking, which is why PC is better in that respect.  The source code is often released and players can mod them.

No, not a moderator, a modifier, as in one who modifies games.  I've been a mod before on a Minecraft server, though I want to make some game mods.
