Eh. The 15mm was originally suppose to act like an anti-tank rifle. Not small targets.

 

The HVR was designed for also heavy targets. It would take up to 40 seconds to reload and fire.

 

But anyways, the new RP sometime later this week would be much, much more restricted and controlled to make sure this doesn't happen again.
