How is he going to deal with a guy who can fly at 200 mph, slice through steel, block machinegun bullets, and survive a lightning bolt?

 

Tricks won't help much when all you see is a blur and then you're sliced in half from Vulture's wing

It's slightly possible. It's not like Joker is going to instantly lose. He had time to prepare and Vulture didn't, even though he has info on him.

Hell, you gave him a dock and five minutes prep, why not use it? He drops canisters of Joker gas in the water before the match starts, then rigs the dock to detonate. As soon as the march starts, he dives in and blows it. If Vulture doesn't die from the explosion(which he probably won't) he'll come in after him, (it's in his character) then die laughing. Joker, for his part, packed diving equipment because he though it'd be funny.

DC street brawlers are all superhuman(reacting to arrows and whatnot, so the speed gap isn't too bad. By the times Toomes gets off the building, Joker should have already dropped Joker gas, paralyzing him. He also has no way to clear it without breathing it in.

You're comparing a guy who was getting pummeled by non-superhumans and was unable to move his gun fast enough to catch Deadshot, to someone who's able to outspeed a chopper and fight with Spider-Man

He's not king of prep like Luthor is, he's not a great shot like Deadshot, and he's not even particularily skilled in combat like Ra's. Also, if Joker really was this speed demon who can keep up with someone who can dazzle Spider-Man on ocassion, how the Hell is it that Batman, who's not superhuman in any way save for really bad instances of writing, constantly whips Joker's ass, usually incredibly easily too, when it comes to physical brawls.

You're mistaking speed for reactions. The two are different; I can dodge a baseball even though I can't outrun it, for instance. Toomes is not fast enough here to blitz before Joker can drop a canister. There's also this:

It also takes a while to dissipate. If toomes gets any of that on his skin, he's dead, while joker's free to dive into the water and poison that as well. Toomes can't do a thing here.

As for the Joker Toxin, it's very varied. There have been many ocassions where death wasn't instant and there was time for them to escape the cloud

Joker has the speed to drop a canister before Toomes hits him. that's all he needs. Joker toxin is quick unless it's being used for a specific purpose, like causing pain. He has no reason to make it slow acting here. Toomes either runs through it and starts to spasm, or he dodges the gas by hanging in the air, which allows joker to poison the water before jumping in. Either way works out in Joker's favor.

And then Joker gets skewered on Toomes's wing before he chokes, thus making Toomes the winner by being last standing, even if only for a few seconds.

 

Besides, Joker never uses Joker gas in fights, only in big schemes. See this fight for example

Anyways, you gave him prep, why wouldn't he grab joker gas? Pretty much every site lists it as one of his default weapons, and even if it took a while to make(it doesn't), he usually has the stuff just lying around.
Toomes is dead before he connects, joker venom works immediately.

It's canon to the Arkham verse but as for the main verse, even then, Joker's brawls usually don't start off with Joker Toxin. Hell, in Hush, the instant Batman saw him, Joker hauled ass as fast as he could to try to run away

 

And he has 5 minutes of prep, he had days of prep in Hush. Yet he didn't bring along some toxin
