why was Celestia just the principal?

They never left the school for the duration of the film. The school was supposed to be a microcosm of Equestria. There wasn't time to explore the entire world around the school, and even if there were, it would be unlikely that Twilight would interact at all with the mayor or the president, and therefore Celestia would likely never have been seen. 

 

Then again this was a movie and there are hundreds of creative ways the President or Mayor could have been implimented into the production. This was meer lainess on the writers part. It still turned out half way descent.

Principal.....high ranking official in a School(s).  (Excluding the Board of Ed, with the Superintendent and the rest).  She seems more suitable as a Principal though, as well as Luna as the Vice Principal.

One could get away with many things if Celestia and Luna were in charge. Be the alpha ***** of the school and a model student at the same time. Sleep in the libarary after school hours. I can lie about being a student and skip classes all day. Get a free breakfest and lunch 5 days a week. Frame another student for my crimes using bad photos.

I thought that Celestia would've been a superintendent for the school considering that is the highest job a school has to offer? And Luna would be the principal, or something?

For Whom the Sweetie Belle Toils shows that Luna would be more of a school counselor than a Vice Principal. She's more active working with others one one one and heavily involved.

 

She's not good at being a disciplinarian since she got fooled easily by bad photos. How many students might have been falsly disciplined based on bad testimony or bad evidence?

Since this movie was targetted for a much younger audience, I have to say she is perfect as a principal due to the fact that most young girls are in school and they're familiar with roles like teachers and principals. They also had to find some way to fit in as many characters into the movie; otherwise, Celestia would have a different role.
