Well if that's true, and its fair to say she's been in Ponyville half her life, wouldn't she then be 17 or so?

actually it would make her 23 or 24, then approximately half her life (11 or 12 years) would make it 35.

I think that Pinkie Pie went way too overboard with the candles. Either that or RD is actually 35.
