Exactly. Mayor Mare wants to look like an esteemed, established public official. Age gives a perception of reliability, so she fakes it.

When I first saw the episode, I thought she was dying her hair pink. I didn't know grey wasn't her natural mane color... Should have guessed.

Maybe in the pony universe dies hair opposite to our world? In the human world, we percieve plain old common hair colors to be colors such as brown, blonde, grey, and black. When we want to stand out, we dye our hair unnatural colors.  In the pony universe, the natural hair colors are all overly bright colors like pinks, blues, etc. So maybe when they want to stand out, they dye their hair "natural" earth colors?

I actually kind of forgot about that whole thing for some reason, but honestly I feel like seeing mayor mare without a dyed mane would just... look odd. 

 

It really does just make sense with her character.
