They have been called fillys and mares in different times, but whenever being called filly it has been usually certain old character, like how an old man calls a woman in her twenties a girl or a kid.

I think filly just means "girl" and mare would mean "woman" in Equestrian terms. I'm pretty sure everyone has called a grown woman a girl before, idk that's what I think. Pinkie also said "little filly" just a girl would say "little girl".
