I echo that, never buy anything from Steam if it isn't on sale. I use http://www.cheapshark.com/ to see historical lowest pricing and set up e-mail alerts if any of the listed digital stores drop below that price. Nice way to jump on any deals that might come up if you just can't wait for the next holiday sale.

I'm actually starting to wait more for when the games go on sale on Steam rather than buy it off the bat.  The same goes for GoG(Good Ol Games).

Yes, this has happened to me before. I bought the Skyrim legendary edition for $23, and of course the next day it was only $13. I think this has happened to most of us before. It sucks, but it happens.
