Why doesn't Scootaloo attend flight school?

That has really never crossed my mind. But isn't it because her wings are really tiny in the first place? Of course she can flap hard on her scooter to make her go fast but, I don't think her wings can carry her weight.

Better question: why can't we have another Rainbow/Scootaloo co-star episode where Rainbow actually acts like the big sister she said she was going to?  Why don't we have an episode where Rainbow takes Scoots to flight camp or something?  I'd love to see Scoots learn to fly.  I don't think it would be show-ruining.

I think there is a potential fix for her flying issues, BUT it would require magical surgery with a non-zero fatality rate.  She hasn't been told because a pegasus can live a full life without being able to fly and it is considered in the modern times to be too great a risk.  Both Twilight and Rainbow Dash know of this, but none of the other ponies she comes in contact with know.
