They aren't steel rangers by the way, they look like them a ton but they are actually the faction salvation which are a group of fanatics or lunatics if you will that want to spread the virus which they believe is the cure/salvation of the wasteland. 

 

And Caliber you need to make another application for violet before you can use her fyi.

Correction, they were the brotherhood, the 13th battalion to be exact. The zaphyrian army is basically the new enclave, there was simply a change in power and the pony wanted to change the name to something similar to his own.
