They are letting her guide their movements from her subconscious. For a shaman it would be spirits, where as for Pegasi it would be considered their weather magic.

 

Am aiming for something as a way of explaining why the dust devil appeared for her with only a thought.

 

It is also partly a headcannon as to why the pegasi can be shepherds of the weather. while it is suppost to be harder for unicorns to achieve the same effect.

Yes its wind sprites. They are much smaller then spirits but hold similar properties.

 

Think of them as fine sized wind elemental spirits.

 

There would be many of them near Dashia. This is also a minor aspect to how she had Gale force winds, when angered earlier at the from.

 

It plays into that mode but not in the same manor as now. She won't get exhausted as easily but if she uses her wing motions to much to guide them then she will get exhausted. The wing motions are a passive part of a Pegasi's weather manipulation and control.

 

The stronger the bond the Pegasus has with the sprites, the more powerful their ability to control and manipulate the weather.
