Well like Midnight said as well as it says on the first page along with the rest of the RP info that those who are destined for an element already have a connection to their element, so they are born with their innate magic, now that's not saying that if tirek found them he couldn't drain their magic but because of their connection they need to be drained personally by Tirek if he learns of them which is why magic should be kept hush hush among those outside of the group.
