Easily Toph, Sombra is "meh" compared to her.

Sombra has intangibility, there's no way Toph can hurt him once he becomes a mist. Also of note, he was able to beat and fragment (hidden word for kill) an alicorn princess in combat and required Celestia and Luna to team up together to bring him down. Also, Toph can't stand up to Sombra's mind control abilities.

Sombra wins with ease.  He can avoid pretty much everything Toph throws at him simply by turning himself into a shadow.  And yet, in this form, he can render himself undetectable (so long as he stays quiet) to her senses and do plenty of harm to her at the same time.

 

Plus, I'm not sure if Toph can bend crystals as easily as she can rocks or metal.  It's probable so this isn't much of an issue.  But this is only one of Sombra's many powers.  He's a practiced magic-user, as was proven by all the spells he cast to protect the Crystal Heart, so he has plenty more options for taking Toph  out of action.

I doubt Toph would even be able to bend Sombra's crystals, if they are artificially created by magic and lack actual bendable un-purifired earth in them.

Plus, how freaky would nightmare visions be to someone who has been blind since birth.  I mean, he could just show her random images and it'd probably distract her more than long enough to get the drop.

Toph would win. I'm not sure how she would, yet, but she is so incredibly awesome that there's no way Sombra could defeat her. Keep in mind that Toph has a habit of doing the impossible, what with her inventing metalbending.
