I believe it is solely based on stereotypes of snowboarders and skiers that would have Double Diamond be a druggie, but you are right in that nothing in his behavior would suggest that.

It will never be addressed on the show itself but in my own personal headcanon I'm all but certain drugs exist in Equestria. Equestria seems to share many problems with our world, the only difference is that the ponies have a stronger sense of friendship generally.

To my knowledge, things like alcohol and whatever-level-of-drugs is more common among troubled or disadvantaged social groups; while there are many perfectly happy or stable individuals who try or enjoy it, ease of access or exposure depends on the overall group. At a glance, Equestria seems to be relatively low-stress and high in opportunity and equality. More than likely, there wouldn't be the same elements that push people into looking for self-medication or break down of inhibitions. 

 

Also, if I remember right, one of the notable reasons alcohol was widely consumed in olden times (which makes it a bit cultural to have it around), was due to it being a choice between beer with low alcohol content, or potentially contaminated/dirty water with little to no biotic sterilization (alcohol is pretty good at that, remember). So yeah, in many cases, beer was healthier than water. At first glance, Equestria doesn't seem to share the same level of medical concern, so I doubt it'd be less intertwined with their culture.

This makes me think then that the Griffins would be dealing with drugs since they sorta didn't end up so well. If anything Pinkie taught her to make special scones x) just kiddin

The show is not going to have drugs and addiction side by side. There will be drugs in different forms. Addiction will be done in different ways like Rarity on dark magic.

There probably are drugs in Equestria, as to how common drug use is and what the laws are are other questions entirely. Even if it was illegal I just don't see Celestia locking up non violent drug offenders to the extent some countries in the human world do so even if was legal it would be drug users themselves that would get in legal trouble while the use itself would be de criminalized.

I worked with horses for the longest time.  Horses actually do intentionally get stoned.  They clamp their teeth on wood and suck air into their stomach.  It's called "Cribbing".  Horses can't belch and apparently inflating their stomach gives them euphoria.  I don't know if this would apply to Equestria ponies though because we've seen them belch several times.

Equestria law seems very lax. Magic is more dangerous than drugs but there is barely any form of regulation on it. There is a strong impression on personal responsibility than having the government step in to handle it.

Come to think of it, the show hasn't really gone into the different laws and regulations in Equestria revolving around magic. I am certain there probably are some spells that are highly restricted and some that may even be outright banned, it does imply this in the episode It's About Time where Twilight got the time travel spell by going into the Restricted Section in the Canterlot Archives. In Harry Potter it clearly stated there were some forbidden spells, This could partly explain why Twilight has expressed skepticism toward the existence of "curses" which often fall under restricted/banned spells in various fictional universes that have magic, Celestia at the time likely concluded that Twilight simply wasn't ready to learn about those things at the time.

Throwing a pair of shoes up on something like a power line is an indicator that there's a drug dealer around. Horse shoes tied to a tree would probably mean the same thing if there are drugs in Equestria.

Many say "because it's a kid show, no", but think about it, just because the characters don't talk about it doesn't mean there aren't. It's not like on earth everyone is taking drugs and telling everyone. I hang out with people who take drugs and people who don't, yet they never bring the subject up.

Maybe. I think it's obvious that Tree Hugger is a stoner, and the cider is really bubbly and in glasses that are commonly used for alcohol, plus you saw how crazy Rainbow Dash has gone over it. One thing you may or may not know is that "The Super Cider Squezzy 6000" was banned from the UK and from Italy since cider is usually an alcoholic beverage in both of those countries.
