The instant between Feb 28th and March 1st is all the time they get in a year when there's no Feb 29th. They don't get a full day to celebrate, just a fraction of a millisecond.

Oh, that'd be awesome.  It means that they'd only have a birthday every four years, which means they'd age at 1/4 the rate as the rest of us, so they'd live four times as long.  That's how it works, right?
