Pegasi couldn't be allowed to be control the weather, except for small groups loyal to the unicorns. Any large amount of pegasi working together could potentially start a bloody revolt. Earth ponies would be much easier to keep in check.

The term for that is "serfdom", though free Earth Ponies would be Yeomen, and would presumably form a bourgeois gentry and a lower nobility that would become naturally aligned with the aristocracy.

 

Pegasi couldn't be allowed to be control the weather, except for small groups loyal to the unicorns. Any large amount of pegasi working together could potentially start a bloody revolt. Earth ponies would be much easier to keep in check.

An entrenched military caste always poses a threat to a stable realm - they have the martial prowess to enforce their own will through coups, and will generally be highly conservative and resistant to any sort of military reform. Breaking the back of the Pegasi military caste is a good idea, but it must be done carefully so as to not provoke the revolts you wish to avoid.
