Hmmmm, since you have so many talents, I would pick one that matches his look, which is art. Maybe an art canvas with two pegasus wings? For his cutie mark.

Well, I would have to say maybe a paintbrush vertically placed with 2 cooking utensils coming out of the sides at a 45 degree angle... As for names... I really have no idea.

Maybe you could have the Dead Kennedys logo as the cutie mark and call it "Jello Ponyafra". I believe this would conform with the nonconformism that I believe you are trying to portray with this strange and different pony.
