Mainly cause I got no idea of how to go about doing so. And by that, I mean the wording and whatnot.

The way I see this working from the context is either you get a secret group of fliers and prevent Cloudsdale from getting water by knocking out just enough ponies to keep them from achieving enough wing power and forcing them to pay you to do it. Getting bits and the ability to control the world's water.

 

Using the chloroform to taint the water that cloudsdale takes with them. Then when it rains it knocks out all who are in it for a sustained amount of time. Slowly taking over cities as it rains around equestria.

 

And that's all I got.

I'm just going to dump all of the chloroform into the body of water that they plan to use for rain water. In hurricane fluttershy it was just that one pond. When it rained all of the ponies would be knocked out, but I wouldn't because I would know it was coming. Then I would kill Celestia and rule the world.
