What if I said multiple selectively bred falcons?

That could maybe kill dozens of people, but hundreds? You've got to remember, any town would have guards and magi in it, who could shoot down any rouge falcons with arrows and magic respectively. And falcons aren't exactly efficient killing machines, even if they've been selectively bred. They've evolved to kill small game, not humans. 

 

And why would a falcon be killing humans anyway? Unless they've been specifically trained to kill humans, I just don't see them purposefully killing anybody.
