ohh so they're dragons now. Well, they could potentially pressurize the oxygen/carbon dioxide they breathe then expel it with force through the diaphragm and create "freeze breath"

It would only require secondary organs working in tandem, like a chain function.  

 

although, there are problems with gravity- but assuming they live in an atmosphere which accommodates them and/or gives rise to megafauna that's no issue
