Sure you are There's no rule against asking questions or being curious. But, as you've also mentioned, there is a lot of privacy in these issues that we try and uphold to the best of our ability. The staff aren't obligated to fill people in on the details, even if you ask privately in a support ticket. At the end of the day, people are banned because they caused some amount of rule breaking, or other disruptive presence on the site whether rapidly, or as a noticeable pile-up over the long term. Since they aren't coming back, there's really little point in discussing it. I'd personally recommend contacting a friend of the person and asking them, one on one, if you truly need to know.
