I was going to say the same thing most of the other people in this thread were saying but that could be a possibility. Maybe all the pets can talk and just don't do it when the ponies are around.

Like all the magical beings in Equestria, dragons can talk. Winona on the other hoof is just your ordinary dog.

Also, Equestria is complicated.

In the show itself, it's always been a little inconsistent where goats and pets of the Mane Six can't talk, but other non-equine animals like the cows in Apple Buck Season could.

 

I think that it has more to do with the fact that his species is also capable of speech in Equestria, which allowed him to do so in the human world-whereas Winona is a dog in both.

My simple theory that everyone else has probably mentioned already: Dragons are more intelligent beings in Equestria, there are no dragons in that other world, so that is what Spike was there, with his dragon intelligence, Hence, speaky speak.

Hmm.. the only way i can think this is possible on a logic perspective is the fact that:

 

Spike has the ability to talk because he's a dragon, and creature known to be able to speak in the show..

His transformation in EqG may have turned him into a dog, but as he was from Equestria, and is still magically linked to it..

and dog spike (the one born from that world who initially COULDN'T talk) was able to suddenly talk by being in Equestria for a short time..

 

Therefor, it's possible that the magic in Equestria somehow allows for proper speech between many species, but not all..

Come to think of it.. you wouldn't expect a horse to understand a cow.. or a dragon for that matter.. But they do.. so this sorta makes sense

Perhaps the magic of speech is limited to only certain species.. Like those that would actually require communication..

Or throw that theory out the window and say that:

"Spike is a dragon that can talk, he turned into a dog but was still magically linked to Equestria and his true form, so he could talk as a dog too.. and human-world Spike was able to talk after being in Equestria because that Magically linked him to his copy, Equestria Spike, thus giving him the power of speech.. Because reasons "

 

EDIT: Technically ALL creatures in Equestria can talk.. It's only the fact that English speaking creatures are the ones that are understood by those who speak it..

The others still speak in their own "animal language" and most can understand each other.. But the English speakers can't with the exception of some being able to

interpret their language.. such as Fluttershy.. Who as we know, is able to communicate with animals, and thus can understand their "language"

if Winona could talk, I'd have to ship her with Spike, the way Spike tries to get with Rarara
