There's no exact reason why it became popular, but it's one of those little details that came from Princess Twilight Sparkle. It's goofy. It's hilarious. You can do a lot with it, like this: It's a versatile, goofy Easter Egg. As for the name itself, it's technically a "scepter," so calling it a "cane" is a misnomer.
