I'm not too fond of Unalaq or Vaatu from TLOK, either; they're the most forgettable Big Bads in Avatar history, imo.

I hate those little fuckers.

Best: Way to many to choose from but a few that come to mind are Applejack, Discord, Homer Simpson, Dan (Dan VS), Coop (Megas XLR), Daffy Duck, Scrooge McDuck, Bugs Bunny, Yosemite Sam and many many others.

 

Worst: Uncle Grandpa and pretty much every character in this one god awful piece of crap Cartoon Network aired once (I hope to god they don't anymore) The Problem Solvers.

Bobby and Peggy are the most unintentionally funny characters in that show, when Bobby tries to be funny he can be at times but when he shines is when he does something really really stupid and Peggy's ego combined with a surprising amount of stupidity also makes for some hilarious moments.

Cartoons? I love Cartoons!

 

This list has the potential to be extraordinarily huge, but if I had to narrow it down, MLP aside, I would argue that the best cartoon character is Marlin from Finding Nemo. He undergoes a dramatic amount of character evolution, perhaps unparalleled in the animated universe. The very life of his son depends on him conquering his grief over the MURDER of his wife! There is something remarkably strong about a character who goes through such lengths to protect another person, while continually evolving in other areas - such as his rejection of other fish and creatures out to help him until the very end of the ordeal.

 

Of course, there are other characters in the world who are great and exhibit interesting character arcs. Some other ones I'm fond of are Mr Incredible, Perry the Platypus, Mr. Peabody, and the quartet dynamic of Stan, Kyle, Kenny, and Cartman from South Park.

 

In terms of the worst character arcs, I could talk all day about the blank slate development of Hans of the Southern Isles from Frozen. Ugh. That one had to top my list of terribly developed characters in a mainstream animated film. It certainly was one of the worst executions of storytelling I've ever seen. Aside from that, I've never been a big fan of Archer, or Aqua Teen Hunger Force. Something about those characters just never jives with me.

Best: Bugs Bunny, Daffy Duck, Donald Duck, or Bender Bending Rodriguez. I honestly can't pick one, they're all tied for first! (And every character in South Park is an honorable mention!)

 

Worst: Undoubtedly Brian Griffin from Family Guy. Without a shadow of a doubt, he is the most overwritten, obnoxious, unlikable, obvious Mary Sue author avatar ever to exist.

Worst: Most of the characters in CatDog. That's why I don't like that show. Most of the characters on that show are jerks and that's about it. Winslow is just your typical douche bag roommate, Rancid Rabbit is like the Red Guy from Cow and Chicken without the fun, and the Greasers only purpose in the show is to beat up Cat and Dog, sometimes for not apparent reason then just to be dicks.

Another worst one is Caillou. If any of you remember this show, you'd remember this 4 year old's annoying temper tantrums.
