SatAM Sonic, original She-Ra (I haven't seen the new one), and there are a few lesser cartoons that have crazy catchy themes.

 

But Rugrats, it's something different with it. It is simple. Very simple, and extremely catchy. Not annoying when stuck in your head. It is not like a hurricane here in Duckburg while having a headache and still having to sing it because it is stuck in your head kind of thing

That would make me the biggest fan of the lazy roof-top-sleeping-Sonic there ever was. I don't think that is worth to be a fan over (Sonic X spends most of the episode sleeping, what a hero!)

Not so sure about Rugrats. I did watch it during my childhood, but I didn't really like it compared to Hey Arnold or SpongeBob. Plus, it had a really long run with 9 seasons...
