Dude, Best thing to start with making a game is going to plan an idea for a game BEFORE making the game, how you want it, etc

In other words- try to be more descriptive on what you want. There are thousands of methods of creating this so called game you want. And theres so many different types of code Java, C++, Etc

So first just pick the platform you want to build it on. There are plenty of  free platforms out there

The second thing you are going to need is some programming knowledge. If you want a "beginners guide" you can download a free copy of the roblox platform and create games with that to get you going on the right track

you can look at this wiki for further help on how to create games using rbx.lua

Okay, so... the more complex languages are likely gonna be murder to learn. I mean like, you're probably gonna have a ton of lesser projects/failures before anything decent comes out of it, and that's with a ton of practice.

Once upon a time, I payed a visit every week to my college's Game Developers club. I talked a little bit with one of the speakers and one of the major people behind the club. Basically I told them I wanted to program as a hobby. They suggested that unless I wanted to make a career out of it--I can't remember their exact terms--but I was better off not touching C++ or anything that complicated; instead, I was better off messing with IDEs, like Gamemaker Studio (since I wanted to go 2D). I played with it, and actually got a movement system/tileset implemented with a working sprite/character in a matter of days. ...Several days, but still.

I personally think I can recommend Gamemaker, since for my purposes, the limitations of the free version didn't seem to be an issue. I think paying $$$ just means more resources/tools, and the capability to export to phones and such? Also, I think it doesn't have to be 2D either, but to me it seems more suited to it.

If you want to go the more simple route, there's Quest and Twine for text adventures. The learning curves for those should be a lot smaller.

But, by basic point is, you don't need $1500 for the resources to make a game.  You already have it available to you, though you still have the learning barrier in place.

If you're asking for someone who already knows how to make something... You should definitely already have a concrete idea of what your game is going to be, what it's going to be about, why people would play it, and preferably why people should help you with it. I would try to make a game synopsis word document covering everything from movement, play style, mechanics you want, characters/plot, etc.

Everyone has ideas these days, and a good number of people want to see something created according to their wants in ___ medium. I currently have 2-3 MLP games I want to see created, and 6 or so stories.

However, dramatically fewer people commit to seeing it happen (I haven't fully myself, despite telling myself I'll create them). Those that truly commit to it however, and put in the work that it requires, are a lot likelier to see it happen. If you're not on the programming side, this would likely mean taking up the planning and orchestration role--getting all the resources together, and making it happen somehow. The more other jobs you can fill; artist, programmer, sound designer, etc. the easier it will be to have everything you need to make it reality.

Sorry about the confusion I was looking for a 3D game such as the older Spyro or Crash Bandicoot games.

That learning barrier SUCKS!
