How did Cerberus escape Tartarus?

He didn't "escape": he isn't imprisoned in Tartarus like Tirek.

In Twilight's Kingdom, there were no chains holding him.

Cerberus guards the GATES of Tartarus, and is not inside it.

It's possible it just wandered off

 

Probably Tirek tricked him into escape.

I dunno, because Tirek could have done it sooner.

Maybe that's how Tirek escaped, and he was just biding his time this entire time :o

Unless Tirek, after being banished long ago, was even weaker than he was when we first saw him. Sort of like Voldemort in Philosophers Stone. I can see him feeding off of banished and native creatures in Tartarus slowly building some strength over hundreds of years until he was finally able to trick Cerberus.

Hmm, this sounds very interesting and seems like a promising theory, but I wonder, what kind of creatures could live in Tartarus that possess magic?

Sirens and Harpies for starters (keeping with the mythology theme). Dark magic creatures.  Not being pure would have taking him quite a long time to start to become stronger.
