What do you mean by dark web? I've seen some pretty sketchy web pages but im not sure whether those constitute as dark web.

he means websites and services hosted by tor(and to a lesser extent I2P)

I've heard of the dark web but there's a lot about it I don't understand. I don't know how it's accessed or navigated, but to be honest I don't think I'd want to go there anyway. I've heard a lot of horror stories about it, and it seems like a dangerous place where hackers could have access to your computer and personal information. Whatever goes on there, I doubt it's worth poking around.

The darkweb on paper is just an anonymous, private section of the internet that requires a special browser, 
And it's not entirely evil...
But some-people use it for evil means, but it isn't necicarirallily evil
