It starts with a small hideout, with 4 aliens inside it.

I build a Building Department to implement penalties for code violations and a means to apply for building permits.

The exterior is made up of black marble, with oversized steps and tall columns.

The inside makes high use of thick wooden beams, brass knows, railings and grates. The ceiling is ornamented with a broken tiled mosaic, while the floor is polished brick with intricate twists to give an ocean wave like pattern. The foyer is large and echoey, with what sort of looks like a smaller building making up most of the center, but pushed in slightly.

On both sides there are staircases leading up to the offices of the second floor. Whichever one you take, you find the offices are occupied by lesser clerks who cannot help you. Looking over the edge you see the top of the interior building has a massive scale model of the city and its varipus structures. When you've come all the way around, you find the top of of the other flight of stairs which has a retractable barricade. A security card who takes their job too seriously despite not being paid enough eyes you from below, and visibly places their hand on their radio as a bead of sweat drips down their forehead. They've been waiting for this day. Best not let them have it and walk all the way back and around.

Main floor

On the ground floor, you can see a bench against the opposite wall from where you came in, with a no loitering sign hung above it. On either side runs a narrow makeshift hallway. There is a door at the end of each one, and three in the middle.

Takes you to a service elevator that is out of order.

Door 2

Opens down another hallway into the interior building. A motion light lights up the hallway, with one of the bulbs flickering. There is a door at the end of it.

It is locked.

For whatever reason, the lights turn off and you have to feel your way back.

Opens up to a flight of stairs long enough to where you can't see the bottom.

The first step is slightly too low, almost causing you to fall down.

The ceiling is also too low at the bottom, careful not to bump your head if you're at least of average height.

Before you are three final doors, each with a plain brass plate they were never clearly labeled because by this point the building was already way over budget.

First Door

You've found the restroom.

Second Door

Congratulations! You've found the application office! Unfortunately everyone's out for lunch at this time.

Wait inside?

You hear a toilet flush and the water pipes gushing loudly through the walls.

A moment later the security guard pops their head in and says you can't be here right now. You're escorted outside.

Go outside and try again later.

You return when lunch is over, unfortunately you did not have an appointment and must make one over the phone prior to your visit.

You come out to an angled hallway. One way goes up, the other goes down.

The hallway turns and you find yourself at the other end of the service elevator that is out of service. Another door takes you outside of the building.

I build a tall high rise of offices to employ the Building Committee that oversees the Building Department. Their job is to make sure the building department collects revenue so that they all remain employed.

I build a large, cargo ship resistant bridge that crosses the river to increase commerce so the Building Department has more work to do.
