So does Pinkie become friends with every pony she meets (even the ones who aren't from Ponyville?)

Maybe not become friends with exactly though throughout the show we sure see her try her best to be welcoming and friendly to just about everyone she meets save for some villains
Pinkie does end up befriending all sorts from all over including griffons, yaks, donkeys, dragons I'm fairly certain, ponies from Canterlot and beyond.

No, not every, but many. 
Think of the Grand Galloping Gala in season one, I don't think Pinkie made any friends there,  the high society ponies and Pinkie simply didn't see eye to eye on what a good time aught to be.

What about ponies with no friends or shy ponies is there a high chance of her befriending them??

Pinkie Pie probably doesn't become friends with every creature she meets but she tries her best.

Highly likely that Pinkie would try and turn that sad frown upside down  yes she absolutely would try to cheer up and even befriend someone who is feeling down, lonely, shy or is having a hard time making friends.

I'm confused so what the reason on her not being able to become friends with everypony but can become friends with shy ponies?

In that case, I believe Pinkie Pie would try her best to make friends with everyone because she's an upbeat and cheerful pony.

I think Pinkie Pie would still be friendly with anypony even if she couldn't be 100% friends with them.

No one is capable of being friends with everyone, not even an avid social butterfly like Pinkie Pie. Some just don't mesh well with others not matter what. She'd probably say hi to someone like that, but I think they'd remain acquaintances at best.

Without a doubt she has many acquaintances all over Equestria  I'm sure most ponies even in Ponyville would technically fall under that category, though I'll accept if I'm wrong in assuming that. 
She is definitely on good terms with a great many individuals, there is no mistaking that and while being "friends" with everyone you meet is a tall order, I have no doubt Pinkie manages such a feat better than most and has a very large network of close and distant friends as well as acquaintances.

Is there any particular area on the matter you aren't sure of?

Wouldn't you be happy that you were?  You'd have gotten an awesome welcome party at the very least! as well as some gifts or a good chat here and there as well, to be an acquaintance means you are a part of someone's life even if you only play a relatively small roll in it, I think there is ample comfort in that. the majority of peoples relatives, neighbours and friends of friends are most often acquaintances and while interactions with them may be few they are usually positive, in Pinkies case I dare say all such interactions would be positive.

Hypothetically If any character in MLP wanted to go from being an acquaintance to a friend with Pinkie it would only take a little bit of effort on their part to interact a little more to nurture a friendship into being, I'm sure Pinkie would absolutely love to see anyone wanting to be a closer friend with her be them outgoing or shy.
