Well on Windows 7 I have this program called "Dreamscene" which allows you to play WMV's as your wallpaper.

I also have this "Riverpast Video Converter" which converts GIFs > WMVs. The WMVs can be any length as well so you could have an hour long wallpaper if you wanted.

I'm sure a quick Google search should yield results for you.
