If you're into vector drawing, I recommend Inkscape. It's a simple vector software application that can help you effectively draw ponies all the while give you the ability to scale shapes without having to worry about fuzzy resolutions.

But if you're into raster art, then I recommend Gimp. I don't know much about it, but it looks like an effective alternative to Photoshop. One drawback regarding Gimp, though, is that it isn't primarily a vector editing program, so you'll have to be careful about your pixel dimensions.

MS paint, for crappy doodles, Inkscape for vectoring, GIMP for drawing, or paint.net for drawing also.

I use inkscape for vectors, and then I usually make it look pretty in GIMP.

Of course, I've hardly used either, because I so rarely do anything visually artistic :P

I personally prefer Paint.NET over GIMP since I find the gimp program to be just... weird. Incscape IS THE BEST vectoring program and um.. Photoshop and Paint Tool SAI costs money....

MS Paint.

The other stuff takes too much time -- I don't want to spend 5 minutes getting associated with the tools and whatnot for vector drawings x3
