Claustrophobia I'll probably go back to, feel free to give it a read if you'd like. The only thing is that it might take a ton of time, its going to be pretty long going by the plans I made for it.

i myself have no thorough explanation for this, but as seen in disney's hercules, the first pegasus was made from a cloud, thus meaning that its makeup was almost nothing but water

 

so in a sense, all pegasi have ancient cloud related magic, for all may have bodies made of more water than usual

 

this would also explain the decour of cloudsdale, for it does have a greek theme

 

also the fact that magic is an existing factor in that world, all creatures seem to have a magic relation

 

its hard for me to get very in depth about this, for it hasn't been shown in the show what happens if a pegasia looses its wings completely

 

but yeah, in short, i think that pegasus was the "father" of the general race, pacing down its god given powers to its offspring

so i do not think its the wings that are the deciding factor
