Each chapter company is responsible for maintaining 3 Dreadnought Caskets for stasis of the possible candidates aboard the company flagship according to Coxed Astartes.

 

..."Veteran Status is not required for it is the task, appointed honour and duty of the Apothecary to determine who is to be interred... ...and so it falls to the Master of Arms (Leading Tech-Marine) to see this done, without err and by the supervision of the apothecary"...

 

It can take millenia before they are interred into the Dreadnought proper, but no-one is below that honour.

All Codex and all First, Second and Third founding chapters have a full compliment.

 

It's not dreadnoughts.

It's the caskets.

Those are medical equipment aboard each company flagship, all Imperial chapters maintain a a surplus of those.

All Imperial Chapters, even those not following Codex still look into it to outfit and maintain their fleet.

 

Traitor Chapters are not imperial chapters. Those cannot even maintain a Bolter.

Nor do they much care for preserving the dead, seeing as they failed their gods and their soul is lost to their patron.

 

Splinter or second (and after) founding?

There is a huge difference.

 

And there is no such thing as a s fresh recruit marine with fully matured Black Carapace.

Every Marine has tens, if not hundreds of years of experience before they even get a Power Armour.

 

And as Codex says, it's a medical matter, it's solely on Apothecary to do the decision.

Soul Drinkers are 2nd founding and they most certainly cannot maintain 3 dreadnoughts even before their demise. Also I was referring to 2nd and 3rd founding blood angel decedents, but I'm not certain.

 

Many chaos chapters have been known to use dreadnoughts. 1 off the top of my head are the Iron Warriors

 

There is such a thing as a fresh recruit when you compare to the years of service many veterans have.
