It's always been that way. The original limit was 10 minutes, now it is 15.

 

Veteran YouTubers with a certain amount of account seniority are not limited, same goes for YT partners as well.

 

For example; my account was created on Mar 9, 2007, and I have a video uploaded that exceeds an hour.
